For whatever it is worth. Published specifications represent MINIMUM requirements/characteristics of a product.
Just because a product meets a minimum specification does not mean that it is the best product to buy.
A specification becomes a legal document in today's world. It is a promise that the product will be 'at least as good as ...', not any better.
